I was watching a TV show last night, and one of the characters was talking about his dislike of the saying, “The road to hell is paved with good intentions.” His point was that at least you’re trying to do good things. He wondered; if you end up in hell for trying to do good things, where did you end up if you just set out to do bad things?

Not the point. (Although I did think it was a funny question.) The point is results. There is a clear difference between actually doing…and just wanting to do, or meaning to do.

To the TV character’s point; I think the saying, “The road to hell is paved with good intentions,” just might mean that intending to do good but not actually doing, and intentionally setting out to do bad things will likely lead to the same end.
