What is Issue 200 on the Larimer County Ballot?

I had questions as to what the details on Issue 200 were.

I've seen the signs and visited the website yesnewshelter.com, but wanted to get a little closer to the issue. After all, one of my family members came right from the Larimer Humane Society.

So, I talked to both sides of the story.

Holly Tarry is the campaign manager charged with making the initiative pass. Dave Clark is a Loveland City Council member and Mayor Pro Tem of Loveland and is opposed to the measure.
