I mentioned yesterday that CDOT plans to have all flood-damaged highways repaired, at least temporarily, by December 1st.  But how long will it take to make permanent repairs to Colorado roads?  Like so many things, that question hinges on money.

Emergency funds from Federal agencies like FEMA will cover most of the repair costs; but that still leaves the state and local governments footing a sizable bill (of up to $100 million in some places).  So how are those smaller governments going to keep the repairs on track?  That's the big question, at this point...
