Colorado still ranks in the top ten "Best States" coming in at #9. The state received high scores for the economy but low scores for the level of opportunity, crime and corrections.

Wondering who topped the list? Massachusetts came in at No. 1, New Hampshire took No. 2, Minnesota No. 3, and rounding out the top five were North Dakota and Washington.

The report looks at what citizens say they value most in their states. Most important for citizens are health care and education. Other factors include infrastructure, crime, corrections, opportunity, economy, and government.

The bottom two states were Mississippi and Louisiana.
